Scout Art Fair, making contemporary art accessible.  

 

Scout Art Fair will take place at the War Memorial Building in Baltimore, Maryland, May 27-30, 2027. With artwork priced between $150 and $5,000 created by both emerging and established artists from Baltimore and the surrounding region, Scout creates opportunities for collectors and newcomers alike to invest in exceptional contemporary art. 

 

Scout Art Fair was founded on the belief that art should be accessible to all — and that creativity should be an integral part of everyday life. Scout creates opportunities for collectors at every level and supports Baltimore artists in sharing their work with a wider audience. By prioritizing affordability, Scout serves as an inclusive and engaging platform that fosters a culture of art appreciation and ownership while highlighting the vibrant artistic talent of Baltimore and Maryland. 

 

The inaugural event was conceptualized by renowned artist and Baltimore native Derrick Adams, with assistant curation by Teri Henderson. In 2026, award winning photographer Devin Allen served as curator with curatorial assistance from Cierra Britton. 

 

There will be an exclusive preview night on Thursday, May 27, 2027. This event, by invitation only, offers guests an early opportunity to explore and acquire works before the public opening.

THE FLIPSIDE: DJ STAGE


Flip the record. Bend the genre. Move Baltimore.

 

The Flipside is Artscape’s dedicated DJ stage—a celebration of the DJs, selectors, turntablists, and sonic storytellers who define, remix, and expand the sound of Baltimore.

 

We’re building a lineup that is diverse, genre-bending, and unmistakably Baltimore. We want DJs who move between sounds, take risks, introduce audiences to something unexpected, and still know when to reach for the records that make the whole city move.

 

From Baltimore Club, house, hip-hop, R&B, soul, funk, go-go, disco, electronic, Afrobeat, dancehall, global sounds, open-format, vinyl and beyond, The Flipside is where genres collide.

 

And we mean beyond. If you mix country and trap, show us. If you can take us from gospel to house, go-go to disco, Baltimore Club to rock, or blend sounds we haven’t even thought to put together—we want to hear it.

We welcome the Baltimore staples that raised us, the sounds shaping the city right now, and the unexpected combinations pushing DJ culture forward.

This isn’t background music. The DJ is the performance.

 

Whether you’re a crate digger, club DJ, turntablist, genre-bender, party rocker, or selector whose sound refuses to fit neatly into a box, bring us the set that sounds like you.

 

Baltimore-based DJs are strongly encouraged to apply.

 

APPLICATION DETAILS & REQUIREMENTS
Before beginning your application, please be prepared to provide the following:

DJ/Artist Name and Contact Information


Artist Bio — Tell us who you are, what you spin, and what shapes your sound.


Genres & Musical Styles — Tell us where you live musically—and where you like to break the rules.


Proposed Flipside Set — Describe the energy, concept, sound, or musical journey you would bring to Artscape.


Performance Experience — Share relevant club, festival, radio, community, event, or live DJ experience.


Performance Samples — Applicants must provide links to mixes and/or live performance samples. SoundCloud, Mixcloud, YouTube, video, or other accessible streaming links are accepted. We want to hear you DJ.


Technical Setup — Identify your preferred setup, including CDJs, controllers, mixers, turntables, vinyl, laptops, software, interfaces, microphones, or specialty equipment.


Vinyl Requirements — If you spin vinyl, tell us. Include any specific turntable, mixer, cartridge, or setup requirements.


Promotional Photos — Submit 1–3 high-resolution promotional or live-performance photos. Please do not submit flyers, screenshots, watermarked images, or heavily designed graphics as your primary artist photo.

PERFORMANCE REQUIREMENTS


Applicants should also understand the following before applying:

 

Applicants must be 18 years of age or older at the time of the festival.


Selected DJs must be available to perform during their assigned Artscape 2027 date and time.


Set times and performance lengths will be determined by Artscape/Create Baltimore.


DJs must arrive by the designated call/check-in time and be performance-ready.


Artists must accurately disclose their technical needs during the application process.


Specialty DJ equipment is not guaranteed unless confirmed by the Artscape production team.


DJs bringing personal equipment are responsible for ensuring it is performance-ready and compatible with the confirmed festival setup.


Artscape is an outdoor festival. Programming may be delayed, relocated, shortened, or canceled due to weather, safety, or operational conditions.


Selected DJs will be required to complete all contracting and administrative materials by established deadlines, including applicable tax, insurance, payment, technical, and promotional documentation.


Applicants must have permission to submit and authorize festival use of all promotional photographs and materials provided.


All performers are expected to maintain professional conduct and follow Artscape production, safety, sound, and festival policies.


Submitting an application does not guarantee selection.

Kidscape 2027 is back and reimagined! We are accepting applications for youth (ages 12 - 18) who want to sell their original crafts and merchandise. All accepted vendors must ensure their inventory follows these guidelines:

  • Age appropriate (no symbolism or imagery that is violent, vulgar, or political)
  • No food or beverages are permitted to be sold
  • Original merchandise only; inventory should be the creation of the youth vendor
  • Vendors are allowed to sell clothing, jewelry, books, artwork, knits, and music; if there is a question regarding merchandise eligibility, please email Dwarden@promotionandarts.org

 

Kidscape will take place Saturday, May 29, 2027, AND Sunday, May 30, 2027, from 11:00 AM - 6:00 PM both days. Note: This is a change from previous years where Kidscape only took place on one day. Applicants are expected to be present on both days. 

 

Create Baltimore/Artscape will provide all vendors with:

  • One (1) table
  • Two (2) chairs
  • One (1) tent

 

Vendors must provide their own inventory, as well as:

  • Tablecloth
  • Signage
  • Point of sales device (it is recommended to install an app on your cell phone in order to ring up transactions and accept payments).

 

Vendors will participate free of charge (no booth fee) and will not be compensated for their participation. Youth vendors are required to be accompanied by an adult at all times. Upon acceptance, an adult will be required to sign a participation agreement.

 

Applicants will be notified by February 2027 of thier application status.

Kidscape 2027 is back and reimagined! We are accepting applications for nonprofit organizations who want to provide a free, tabletop, arts & crafts activity for youth (aged 5 - 16 targeted age group). Activities must be kid-friendly, which means:

  • Safe (no open flames, sharp objects, etc)
  • Accessible (mindful that not all children will be able to lift heavy objects, do physical or mental activity in a festival environment, etc)
  • FREE! (table vendors are not allowed to charge families to participate)
  • FUN! (hands-on, colorful, whimsical, and adventurous)

 

Examples of successful table activities in previous years include:

  • Musical instrument exploration
  • Soap-making and bubble-making
  • Stickers and totebag giveaways
  • Coloring pages
  • Playing with puppets

 

Kidscape will take place Saturday, May 29, 2027, AND Sunday, May 30, 2027, from 11:00 AM - 6:00 PM both days. Note: This is a change from previous years where Kidscape only took place on one day. Applicants must table for both days.

ABOUT POP-UP PERFORMANCES


Artscape’s Pop-Up Performer Program brings live, unexpected, and engaging performances directly into the festival footprint.

Unlike traditional stage performances, Pop-Up Performances are busker-style activations designed to create moments of discovery as festivalgoers move throughout Artscape. Performances will take place in designated spaces across the festival footprint, bringing art directly into the flow of the festival.

We welcome musicians, vocalists, dancers, poets, spoken-word artists, theatrical performers, performance artists, small ensembles, cultural performers, movement artists, and other live performers whose work can engage audiences in an outdoor, nontraditional performance environment.

We’re looking for performances that can surprise us, stop people in their tracks, create a crowd, or transform an ordinary corner of the festival into a moment.

Pop-Up Performers should be prepared to operate independently. Artscape provides the designated performance space—you bring the performance. Artists are responsible for providing the equipment and materials necessary to present their work, including sound equipment, instruments, tables, chairs, props, and other performance needs.

Performances are outdoors and weather dependent.

Please note: DJs are not eligible through the Pop-Up Performer application. DJs interested in performing at Artscape should apply separately to The Flipside DJ Stage.

ECHOES OF THE CITY


Baltimore has a sound. This is where it echoes.

 

Echoes of the City is Artscape’s home for live music and performance that reflects the sound, energy, and creative range of Baltimore.

 

Echoes brings together emerging artists, established performers, bands, vocalists, musicians, rappers, and genre-defying acts for a celebration of the music being created in Baltimore and beyond.

 

We’re looking for artists who can command a stage, connect with a live audience, and bring a distinct musical point of view. From Baltimore Club, hip-hop, R&B, jazz, soul, gospel, rock, punk, funk, country, pop, alternative, go-go, Afrobeat, Latin, electronic, experimental sounds and everything between—we want to hear the full range of what this city sounds like.

 

We want the sounds that raised Baltimore, the sounds defining Baltimore right now, and the sounds that might define what comes next.

 

Original music is strongly encouraged. Live musicianship matters. Stage presence matters. Your point of view matters.

 

Whether you’re stepping onto a major festival stage for the first time or have been moving Baltimore audiences for years, Echoes of the City is a space to bring your sound to Artscape.

Create Baltimore is seeking proposals from Maryland-based artists and artist teams for large-scale, temporary public art installations to be featured at Artscape 2027.

 

Throughout its history, Artscape has been known for bringing bold, unexpected, and interactive works of art to Baltimore. From towering kaleidoscopes and immersive mazes to larger-than-life installations, artists have transformed the festival grounds with projects that invite audiences to explore, interact, and experience the city in new ways. 

 

This year's theme, Inside Out, is about subverting expectations, embracing contradiction, revealing whats underneath, and highlighting the beauty in what makes us different. 

 

We want to see your weird, your whimsical, your otherworldly, your playful, your unexpected, and your wildest ideas. 

 

Project Overview

Artscape 2027 will take place Memorial Day Weekend, May 29-30, in downtown Baltimore near City Hall. Create Baltimore will fund selected proposals to produce large-scale temporary public art for inclusion in this year's festival.

 

We are especially interested in projects that:

  • Tell a story reflecting the theme "Inside Out";
  • Include an interactive element, and
  • Utilize recycled or repurposed materials.

Projects can be sculptural, immersive, participatory, kinetic, playful, or experimental. 

 

Goals & Objectives

For generations, large-scale installations have been a defining feature of the Artscape experience, showcasing the imagination and ingenuity of some of our most innovative creatives. Our goal is to incorporate this crowd favorite into the festival in its new downtown footprint. 

 

Through this call, we hope to receive a wide range of original, ambitious, engaging, and imaginative proposals that reflect the creativity of Baltimore and Maryland’s arts community. Selected project(s) will receive funding to bring their ideas to life and become part of the Artscape 2027 experience.

We are seeking a diverse range of artists whose work demonstrates strong artistic vision, craftsmanship, originality, and professional presentation.

 

Artists must create or substantially produce the work they sell. The work submitted with the application should accurately represent the work that will be offered for sale at the festival.

 

Reproductions — including giclée prints, photographic reproductions, and other commercially produced versions of original artwork — are permitted when clearly identified as reproductions.

ARTIST ELIGIBILITY & ORIGINALITY
The Artists' Market is intended for artists and makers who create original work and maintain an identifiable artistic practice. To participate:

  • Artists must create or substantially produce the work they sell.
  • Submitted images must accurately represent the work intended for sale.
  • Artists may sell reproductions of their original work when those reproductions are clearly identified.
  • Commercially manufactured merchandise may not be presented as original artist-made work.
  • Artists working with assistants, fabricators, printers, or other production partners must disclose those relationships when requested.
  • Collaborative work is eligible when the artistic collaboration is clearly identified in the application.
  • Artists may be asked to provide additional information about their materials, production methods, or studio practice.

AI-generated work: Artscape welcomes artists using technology as part of their creative practice. Work that is wholly AI-generated without meaningful human authorship, artistic direction, or transformation is not eligible. Artscape reserves the right to request additional information about an applicant's process when necessary to determine eligibility.

 

 

PROHIBITED WORK & MERCHANDISE
The following are not permitted in the Artists' Market:

  • Buy-sell merchandise
  • Mass-produced or commercially manufactured merchandise presented as artist-made work
  • Products made primarily from commercial molds, kits, or patterns without substantial original artistic transformation
  • Counterfeit or unauthorized reproductions of copyrighted or trademarked material
  • Weapons, including knives, swords, and similar items
  • Any item prohibited by applicable law or festival policy
  • Work that does not substantially correspond to the work represented in the application
  • Multiple-employee studios or businesses primarily engaged in commercial production rather than an individual or identifiable artistic practice are not eligible.

Artscape reserves the right to determine whether an applicant's work meets the eligibility requirements.

 

 

APPLICATION REQUIREMENTS
Applicants should be prepared to submit:

  • Completed application
  • $10 non-refundable application fee
  • Description and images of the work proposed for sale
  • Brief artist statement
  • Current website and/or social media information, if available
  • Requested category and product information
  • Applicants should submit high-quality, recent images that accurately represent their current work.

Images should show a cohesive body of work rather than unrelated examples.

 

Applicants may also be asked to provide an image or description of a previous market or exhibition setup. While a professional booth is not required for emerging artists or first-time vendors, applicants should demonstrate that they can present their work safely, professionally, and effectively in a 10' x 10' outdoor space.

 

 

EMERGING ARTIST PROGRAM

DEMONSTRATING ARTIST PROGRAM
New this year, a limited number of artists will be selected to participate in the Demonstrating Artist Program, an opportunity for artists to share their creative process directly with the public.

 

Selected artists will receive a reduced Artists' Market booth fee in exchange for presenting two (2) 30-minute demonstrations, one on each festival day. Demonstrations should provide festival-goers with an engaging look at the artist's creative process, techniques, materials, or practice.

 

Participation in the Demonstrating Artist Program is subject to availability and is not guaranteed. Artists interested in participating should indicate their interest on the application and provide a brief description of the proposed demonstration. Selection will be based on the overall strength and suitability of the proposed demonstration for a public festival setting.

Emerging Artist applicants are evaluated through the same application and jury process as other applicants. Selection for the Emerging Artists Program is limited and is not guaranteed.

  • Commercially manufactured merchandise may not be presented as original artist-made work.
  • Artists working with assistants, fabricators, printers, or other production partners must disclose those relationships when requested.
  • Collaborative work is eligible when the artistic collaboration is clearly identified in the application.
    Artists may be asked to provide additional information about their materials, production methods, or studio practice.

AI-generated work: Artscape welcomes artists using technology as part of their creative practice. Work that is wholly AI-generated without meaningful human authorship, artistic direction, or transformation is not eligible. Artscape reserves the right to request additional information about an applicant's process when necessary to determine eligibility.

 

 

PROHIBITED WORK & MERCHANDISE
The following are not permitted in the Artists' Market:

  • Buy-sell merchandise
  • Mass-produced or commercially manufactured merchandise presented as artist-made work
  • Products made primarily from commercial molds, kits, or patterns without substantial original artistic transformation
  • Counterfeit or unauthorized reproductions of copyrighted or trademarked material
  • Weapons, including knives, swords, and similar items
  • Any item prohibited by applicable law or festival policy
  • Work that does not substantially correspond to the work represented in the application
  • Multiple-employee studios or businesses primarily engaged in commercial production rather than an individual or identifiable artistic practice are not eligible.

Artscape reserves the right to determine whether an applicant's work meets the eligibility requirements.

 

 

APPLICATION REQUIREMENTS
Applicants should be prepared to submit:

  • Completed application
  • $10 non-refundable application fee
  • Description and images of the work proposed for sale
  • Brief artist statement
  • Current website and/or social media information, if available
  • Requested category and product information
  • Applicants should submit high-quality, recent images that accurately represent their current work.

Images should show a cohesive body of work rather than unrelated examples.

 

Applicants may also be asked to provide an image or description of a previous market or exhibition setup. While a professional booth is not required for emerging artists or first-time vendors, applicants should demonstrate that they can present their work safely, professionally, and effectively in a 10' x 10' outdoor space.

Create Baltimore is seeking proposals from Maryland-based artists and artist teams for creative, immersive, and unexpected ideas that transform ordinary shipping containers into extraordinary works of art for the 2027 Artscape festival.

 

This year's theme, Inside Out, is about subverting expectations, embracing contradiction, revealing whats underneath, and highlighting the beauty in what makes us different. 

 

With numerous larger-than-life installations, the festival invites artists to dream big, get weird, and create experiences that stop people in their tracks. We're looking for bold, temporary installations that transform shipping containers into immersive worlds and interactive experiences. 

 

We’re looking for creative temporary installations that transform ordinary shipping containers into immersive, unforgettable experiences for festival-goers to walk through, interact with, and experience art in a new way.

 

Project Overview

Artscape 2027 will take place Memorial Day Weekend, May 29-30, in downtown Baltimore near City Hall. Create Baltimore will provide funding to selected artists and artist teams to design, fabricate, and install temporary public art installations using shipping containers as the foundation for their work.

 

We are especially interested in projects that:

  • Transform the ordinary and reimagine shipping containers in new, inventive ways;
  • Invite participation and interaction;
  • Tell a story reflecting the theme "Inside Out"; and
  • Utilize recycled or repurposed materials.

Shipping Container Specs

Each shipping container is upfitted with HVAC and electrical plug-ins and measure 20' long x 8' wide x 8'6" tall. 

 

Goals & Objectives

Large-scale installations have long been a hallmark of Artscape, giving festival-goers opportunities to encounter art in unexpected places. The community tunnel will serve as both a functional passageway and an artistic destination - creating a moment of awe and wonder for visitors as they move through the festival.


Through this call for proposals, Create Baltimore hopes to showcase a wide range of bold, inventive, and distinctly Baltimore ideas from Maryland artists and artist teams. Together, the selected installations will create a mini-neighborhood of immersive art experiences that invite visitors to step inside and experience art in new ways.

We welcome all media outlets, photographers, videographers, journalists, influencers, and content creators to apply for media passes to this year's festival. Anyone accepted is granted a general two day media pass. That allows access to the footprint. Please choose your additional preferred access below:

 

Levels of Access Offered:

  • Pit Access + Media Tent (most competitive)
    • Provides timed access to the pit area of Main Stage and pit access to all other stages. (day and time is at the decision of the Artscape team)
  • Media Tent Access Only 
    • Branded media tent near 2nd stage available for branded interviews, artist access, backdrops etc. 

Our team will review submissions and begin sending out decisions in February 2027.

NEW CATEGORY: This year we are looking to identify special projects that tap into identity and the exploration of one's true self. What does it look like to show up in the world as ones true self? Works that delve into freedom, authenticity, other worlds, honesty and truth wil be considered as part of a special portion of the program called Inside Out. 

Create Baltimore & The Baltimore Film Office invite youth filmmakers ages 14-18 who are from, living or filming in Baltimore to submit film and video projects in consideration for Beyond the Reel at Artscape 2027.
