Zero Tolerance Policy – Grounds for Removal or Trespass from Monteith Park
To ensure a safe and welcoming environment for everyone, Albany Pride maintains a zero tolerance policy for the following behaviors. Anyone engaging in these actions may be asked to leave or trespassed from the event:
- Use of loudspeakers or bullhorns not authorized by event organizers
- Threats, harassment, hate speech, or any form of violence
- Distribution of flyers, leaflets, or handouts not provided by approved vendors or participating organizations
- Antagonizing or disrupting other attendees, performers, speakers, or vendors
- Filming or photographing individuals without their consent
- Displaying signs or banners not associated with participating organizations or businesses
- Smoking, use of alcohol, or drugs anywhere within the event area or Monteith Park
**We reserve the right to deny entry or remove anyone who violates this Code of Conduct within our permitted event areas. **
By entering the permitted event area, you agree to hold harmless Albany Pride, its fiscal sponsor, event sponsors, participating vendors, and partner organizations from any claims, liabilities, or damages that may arise from your participation.

Why Monteith Park Becomes a “Private Event”
Monteith Park is public, city-owned property, but Albany Pride has obtained a Special Event Permit—rendering the event a controlled, private gathering under City rules.
• City of Albany Special Event Permit
As per the City’s guidelines, any gathering over 75 people, with amplified sound, street closures, vendor sales, etc., on City-owned land requires a Special Event Permit. Monteith Park fits these criteria, so our event is permitted under the City’s process
• Permit Grants Exclusive Use:
With this permit (and associated Park & Facility Rental), Albany Pride temporarily controls access to the park during event hours. This effectively turns it into a private event, even though it occurs in a public park.
• Key City of Albany Municipal Code sections include:
AMC 5.08.120 / 7.08.050 / 7.08.052 for sound permits (amplification)
AMC 7.28.230 for vendor permits
AMC 13.32–13.33 for road closures and traffic control
All these are tied to use of public property through the Special Event Permit process
