Commercial/Retail vendors (by our definition) are businesses looking to sell the goods or services that they sell on a regular basis outside of Fair. Examples: boutiques, insurance providers, manufacturers. If you make your items by hand from start to finish (for the most part), please look at the Artisan/Craft Vendor application.
