Health and Safety Guidelines Lunar New Year Celebration – Year of the Horse The City of Morrow is committed to ensuring a safe and enjoyable experience for all attendees, staff, and vendors. Please review and follow the guidelines below to help maintain a healthy and secure environment throughout the event. 1. General Safety Follow all posted signage, staff directions, and emergency procedures at all times. Keep aisles, exits, and emergency pathways clear. Report any unsafe conditions, spills, or hazards immediately to event staff or security. Children must be supervised by an adult at all times. 2. Health Precautions Stay home if you are feeling unwell, have a fever, or show symptoms of illness. Wash or sanitize your hands frequently. Hand sanitizer stations will be available throughout the venue. Masks are optional unless otherwise required by local health authorities. Cover coughs and sneezes with a tissue or your elbow. 3. Food Vendor Safety Cooking inside the venue is not permitted. Approved food vendors may use chafing dishes or electric warming trays that comply with fire and safety regulations. All food must be prepared in advance at an approved facility and transported safely to the venue. Vendors must have valid health permits and maintain proper food handling, temperature control, and sanitation practices. Food service areas must be kept clean and free of debris throughout the event. 4. Fire Safety Open flames, hot plates, propane, or other heat-producing equipment are not allowed inside the venue, except for approved chafing fuel used by authorized vendors. Chafing dishes must be placed on stable, non-flammable surfaces and never left unattended. Fire extinguishers will be available onsite; vendors must know their location and how to use them. Electrical cords must be in good condition and may not block walkways or exits. 5. Emergency Procedures In case of an emergency, follow staff or security directions promptly. Emergency exits are clearly marked — please familiarize yourself with their locations upon arrival. Do not re-enter the building until cleared by event staff or emergency personnel. 6. Personal Safety Keep personal belongings secure. The City of Morrow is not responsible for lost or stolen items. Report any suspicious behavior or unattended items to event staff or security immediately. Be mindful of crowd flow and avoid blocking entrances or performance areas. 7. Compliance Failure to comply with these guidelines or City event policies may result in removal from the venue or denial of participation in future events. No indoor cooking of any kind.
All cooking must be conducted outside, at least 15 feet from the building, and must not block exit doors.
Air fryers and similar electric cooking appliances are prohibited inside.
Food warming (such as chafing cans) is permitted inside, but must be kept clear of any combustible materials.
Two-Day Event Requirements
Food vendors must maintain cleanliness and proper food-safety practices throughout both days.
All equipment must be shut down at closing time and never left unattended while fueled or heated.
 
2. Merchandise Vendors
Merchandise vendors must keep their booth area safe, organized, and contained.

Booth Rules
All products, displays, and equipment must remain within the assigned booth area.
Merchandise may not block aisles, exits, or neighboring booths.
Loud displays or activities that interfere with other vendors are not permitted.
Two-Day Event Requirements
Booths may remain set up overnight; however, vendors are responsible for securing merchandise.
The City of Morrow and Morrow Center are not liable for lost or stolen items.
 
3. Non-Profit Booths
Non-profit organizations may use their space to share information, offer services, or promote community initiatives.

Booth Rules
All materials must remain within the assigned booth.
Soliciting outside the booth (approaching attendees elsewhere) is not permitted.
Activities may not obstruct foot traffic or neighboring booths.
Two-Day Event Requirements
Display materials may remain overnight, but should be secured.
Any items of value should be removed at the end of each event day.
 
4. For-Profit Organizations
For-profit vendors offering services, demonstrations, or outreach must follow general booth conduct standards.

Booth Rules
All signage, promotional material, and displays must stay within booth boundaries.
No soliciting customers outside of your designated space.
Demonstrations must not produce excessive noise or interfere with neighboring vendors.
Two-Day Event Requirements
Booth setup may remain overnight; however, valuable equipment should be taken off-site or secured.
Any audio/visual equipment must be powered off at the end of each day.
 
Rules for ALL Vendors
Booth Conduct & Non-Interference
Vendors must not interfere with other vendor booths in any way.
No encroaching, blocking sightlines, loud disruptions, or soliciting in another vendor’s space.
All vendor activities must remain within assigned booth footprint.
 
Vehicles Inside the Building (if applicable)
Vehicles must contain no more than 5 gallons of fuel or less than ¼ tank, whichever is less.
Battery must be disconnected once positioned.

Indoor Event Terms and Conditions 1. Acceptance of Terms By attending or participating in this event (“Lunar New Year”), attendees agree to abide by these Terms and Conditions, as well as any applicable City or venue policies. 2. Entry and Admission Admission may be subject to registration or ticketing requirements. The City reserves the right to refuse entry or remove any attendee who violates these Terms, behaves inappropriately, or disrupts the Event. All bags and personal items may be subject to security checks upon entry. 3. Code of Conduct Attendees are expected to conduct themselves respectfully toward staff, performers, vendors, and other guests. Harassment, discrimination, or disruptive behavior will not be tolerated and may result in removal without refund. 4. Safety and Liability Attendees participate at their own risk. The City and venue are not responsible for any personal injury, property loss, or damage incurred during the Event. Attendees must follow all posted safety signs, staff instructions, and emergency procedures. Cooking or the use of open flames, hot plates, or other heating equipment is strictly prohibited inside the venue. Approved food vendors may use chafing dishes or warming trays as long as they comply with venue safety guidelines and fire regulations. 5. Photography and Media Release The Event may be photographed, filmed, or recorded. By entering, you consent to the use of your image, likeness, and voice by the City for promotional, archival, or marketing purposes, unless you request otherwise in writing before the Event. 6. Personal Belongings Attendees are responsible for their personal items. Lost-and-found services may be available, but the City is not liable for any lost or stolen property. 7. Prohibited Items and Activities For the safety of all guests, the following are not permitted: Weapons, alcohol, illegal substances, or hazardous materials Outside food or beverages (unless approved in advance) Cooking or heating food inside the venue, except for approved chafing dishes used by authorized vendors Smoking or vaping inside the venue Unauthorized commercial activity or distribution of materials 8.
