To conduct for-hire tours within the City of Southport, a valid Tour Permit must be obtained from the city. The permit ensures compliance with city ordinances and promotes safe, organized, and respectful tourism practices. Attachments to include with this application:
Please note, that if any of the following are not included, the application will be automatically denied, and another application and fee must be submitted.
- A copy of a valid North Carolina driver’s license of all those who will be conducting tours.
- Criminal and driving record check for the past five (5) years of all those who will be conducting tours.
- Detailed route description, including starting and stopping points.
- Tour routes must follow accessible public rights-of-way suitable for all participants.
- Hours of operation and tour schedules.
- Full Tour Script, including a copy of any literature that will be given to participants.
- Schedule of rates and charges.
- Liability Insurance
- A certificate of general liability insurance ($100,000 minimum), with a clause ensuring a 30-day written notice of cancellation to the city.
- Application Fee:
- A non-refundable fee of $50, due upon application submission.
- An annual renewal fee of $50 is required on January 1st each year.
Approval Criteria:
1. Applicant must not have been convicted of a felony, DUI, or crime of moral turpitude within the past five (5) years.
2. Application must be complete, with all necessary documentation.
3. Applicant must be financially solvent and able to maintain continuous, adequate service.
4. The tour must be conducted safely, without interfering with public spaces.
5. The total number of issued permits must not exceed the limit for the tour type.
6. The tour vehicle or conveyance must be compatible with the historic character of the area.
7. Permit Validity:
8. Permits are valid for one (1) calendar year and must be renewed annually. Any changes in the application will be considered a new application.
Prohibited Acts:
1. Deviating from approved routes.
2. Blocking entrances or interfering with traffic.
3. Soliciting on public property without permission.
4. Using amplifying devices without city approval.
5. Violating permit conditions or conducting tours after dark in restricted areas.
Revocation of Permit:
The city may revoke a permit for violations, false information on the application, insurance cancellation, or criminal conviction. Three violations in one year may result in permit loss for the remainder of the year.
Transfer & Violations:
1. Permits are non-transferable.
2. Violations may result in civil penalties or revocation.
Exemptions:
Non-profit organizations such as the Southport Historical Society and the North Carolina Maritime Museum are exempt but must comply with health, safety, and public access rules.
