In order to ensure the safety of parade participants and the public, please observe the following parade rules:
- Each entry must represent and support the spirit of the Woodburn Fiesta Mexicana and be in good taste. The City reserves the right to refuse any entry expressing discrimination against any person, ethnic origin, disability, organization, or any other offensive material or actions, as determined by the City’s Parade Officials. The purpose of the parade is to celebrate Woodburn’s culture and community.
- Automobile entries must provide proof of insurance.
- All vehicles must be insured to the State of Oregon minimum requirements.
- All vehicle operators must possess a valid Oregon Driver’s License.
- Automobiles operating in an unsafe manner will be removed from the parade and might face citation from the police.
- Automobile entries are not permitted to operate their vehicle in a careless or reckless manner. This includes doing burnouts or squealing the tires. Honking horns is not permitted. Violators will be immediately removed from the parade and may be cited for traffic violations.
- Parade entries or other items are not allowed to be advertised for sale during the parade.
- Every entry must contribute to the aesthetic appeal of the parade, as determined by Parade Officials.
- Entries with animals must maintain control of them at all times.
- Equestrian participants are required to have an individual responsible for collecting animal waste from their entry, which will be verified during parade check-in. Participants that do not have an individual responsible for collecting animal waste will be removed from the parade and a clean-up fee will be assessed.
- Every entry must be appropriately decorated in order to be considered for approval.
- Parade participants will exercise extreme caution when handing out candy. Small children may dart out and pick up such items creating a dangerous situation.
- Do not disrupt the spacing of parade entries. It is much more enjoyable when large gaps between entrants do not exist.
- All entries must indicate if they have music at time of registration, sound amplifying systems shall maintain a volume that will not interfere with other entries. Amplified sound MUST be approved prior to parade commencing.
- For safety reasons, all chairs and living things on a moving entry must be secured. No one is allowed to ride on a running board, hood, roof or vehicle fender.
- Alcoholic beverages are not permitted at any time during Fiesta activities and staging areas.
- No firearms shall be fired, and no open flames allowed.
- Parade officials reserve the right to disallow and/or remove any entry that is in violation of these rules.

Acknowledgement and Certification:
The City’s approval is restricted to those entries meeting the parade guidelines outline herein. The City of Woodburn operates the Fiesta Mexicana Parade under the Doctrine of Government Speech, and for the purposes identified in these Parade Rules and Regulations. It is not intended as a forum for Free Speech.
The undersigned applicant, sponsor, or authorized agent represents that they have fully read, understand, and agree to comply with the Parade Rules specified above. In consideration of the acceptance of this application, the applicant agrees to indemnify, hold harmless and defend the City of Woodburn, its officials, officers, and employees from and against any actions whatsoever arising out of applicant’s participation in the Fiesta Mexicana Parade.
I further certify that the driver of any vehicle participating in the Fiesta Mexicana Parade pursuant to this application will have a valid driver’s license and that the vehicle shall be covered by liability insurance for the minimum amount required by Oregon law and in safe mechanical condition.
