Rated #7 Art Festival in the Nation and #1 in Florida by Sunshine Artist Magazine, the 23rd Annual Chain of Parks Art Festival is North Florida’s premiere outdoor fine art festival. Located in downtown Tallahassee along Park Avenue, the festival provides an opportunity for art lovers and artists to connect over the weekend. Expect to have a first-class, fun-filled outdoor cultural experience. View amazing, original, and one-of-a-kind works of art from 150 fine artists in a delightful Southern outdoor setting. Live entertainment will be available, along with local food trucks, chalk artists, and libations at our festival bar. The festival has expanded to offer new and exciting programs to bring the community unique fine art experiences such as FSU’s Opening Nights Special Presenting Artist event with artist John Ensor Parker and a birdhouse art installation competition in Downtown Tallahassee, all leading up to the festival weekend with Artists in the Park April 15-16, 2023!

About the application

As of 2021, the festival features nationally recognized street artists who create “3-D” masterpieces out of temporary paint and chalk during the festival weekend, underwritten by Visit Tallahassee. These live-action works of art created a lot of excitement amongst the visitors and offer interactive photo opportunities, ideal for sharing on social media. Attendees would repeatedly visit the chalk artists throughout the weekend to observe their progress and could be seen posing for photos. 
 
This year, we want to enhance this offering even more by creating a Chalk Artist Oasis. Our hope is to create a nature-themed oasis surrounding our professional chalk artists with plants and shade for visitors to observe their progress in a beautiful space. We're planning to have live music, some food vendors, and a Birdhouse Sculpture silent auction in this area to make it a true destination. 
 
For 2023, we're pursuing a major bird theme throughout the festival! Our hope is that the chalk artists will incorporate local/ regional birds into each of their designs. The jury is looking for whimsical, creative, artful, unique, and interactive designs that can be completed quickly!  
 
Your application must include:
1.  Concept sketch, with supporting photo examples of your previous chalk art. 
2. Third-person artist statement, bio, and profile photo. 
 
Financial Structure (thanks to Visit Tallahassee & hotel partners):
  • The Festival will provide a hotel room within walkable distance of the parks. 
  • The Festival will purchase the requested art supplies and materials for each artist ($100-200 budget).
  • The Festival will write a $3,400 check for each selected artist. This payment can be used as travel reimbursement and payment for the art piece. The check will be provided at the end of the event, April 16th, 2023, unless other arrangements have been made. 
  • Chalk Artists will have access to the "Behind the Scenes" area where a light breakfast and lunch will be provided over the festival weekend. 
Important Dates:
  • Application deadline = Thursday, Jan. 26
  • Jury result notification = Monday, Jan. 30 (or sooner)
  • Supplies list and W9 due date = Friday, March 3
  • Artist design prep and Artist Welcome Reception = Friday, April 14
  • Festival Weekend = April 15 & 16
Creation time-frames:
  • The roads close at 12pm on Friday, April 14. There will still be some vendors loading into the festival, but chalk artists can start preparing their area anytime after 12pm. 
  • The festival is open to the public from Saturday, April 15 from 10am - 5pm and Sunday, April 16 from 10am - 4pm. However, Chalk Artists are expected to get to the parks by 8:30am so that attendees will have progress to look at when they arrive. 
  • Chalk Artists are expected to complete their design around lunchtime on Sunday. 
Design Parameters:
  • Artists will have a 10 x 20 area (on a semi-flat asphalt road) to create 1 large design or 2 smaller designs. 
  • The design(s) should have the optical illusion of being 3-D for attendees to pose with. 
  • Ideally, the design(s) should be inspired by North Florida nature, incorporating local/ regional birds. You may also incorporate in local landmarks, celebrated historical figures, etc. in your design. 
  • The creation must be temporary and wash away after the festival.

Terms & Conditions

Important Overall Guidelines for Participation:
  1. Participants must be at least 18 years or older.
  2. Trademarked or copyrighted images will not be accepted! (i.e.; college logos, Disney characters, etc.) This is a family-friendly public art project, LeMoyne reserves the right to reject inappropriate work.
  3. By applying, all accepted applicants understand that LeMoyne Arts has permission to use submitted images for promotional purposes. 
  4. The Festival will hire the Artist as an independent contractor to demonstrate the creation of chalk art piece(s). The Artist acknowledges that he/ she/ non-binary is an independent contractor and not an employee of the Festival. 
  5.  The Artist will be paid by check following the completion of the creation. The $3,400 check shall be made payable to the Artist, who shall use the money to cover their expenses during and leading up to the festival weekend. 
  6. Excuse of Obligations: Festival and Artist shall be excused from their obligations in the event of a proven accident, riot, strike, epidemic, act of God or other legitimate condition or occurrence beyond their respective control. If Artist is unable to begin the performance at the agreed-upon time and does not alert the Festival with 2 weeks’ notice, this will be considered a “no-show” and the ARTIST will not be paid or reimbursed. Artists acknowledge that the COVID-19 pandemic is still present but agrees to the safety precautions the Festival has put in place to protect the Artists and community. 
  7. The Festival agrees to prepare and file all tax information required of a person who hires an independent contractor and the Artist agrees that they have sole responsibility for the payment of any Federal or State taxes arising from the monies paid by the Festival to the Artist for the creation. 
  8. Art Space: At its sole expense, the Festival shall prepare a 10 x 20 area for the artist to create their design as well as a 10 x 10 tent rest area that will house art supplies, water, chairs, and a table. ARTIST will be responsible for their personal equipment.
  9. GOVERNING LAW: This agreement shall be governed by the laws and in the courts of the State of Florida and by the laws of the United States, excluding their conflicts of law principles. Any dispute or legal proceeding regarding the agreement shall take place in the county of Leon, in the State of Florida.
