Why Monteith Park Becomes a “Private Event” Monteith Park is public, city-owned property, but Albany Pride has obtained a Special Event Permit—rendering the event a controlled, private gathering under City rules. • City of Albany Special Event Permit As per the City’s guidelines, any gathering over 75 people, with amplified sound, street closures, vendor sales, etc., on City-owned land requires a Special Event Permit. Monteith Park fits these criteria, so our event is permitted under the City’s process • Permit Grants Exclusive Use: With this permit (and associated Park & Facility Rental), Albany Pride temporarily controls access to the park during event hours. This effectively turns it into a private event, even though it occurs in a public park. • Key City of Albany Municipal Code sections include: AMC 5.08.120 / 7.08.050 / 7.08.052 for sound permits (amplification) AMC 7.28.230 for vendor permits AMC 13.32–13.33 for road closures and traffic control All these are tied to use of public property through the Special Event Permit process
